I suggest they will be booking a 4-Day New York to Philadelphia, Washington D.C., Niagara Falls, Boston, Watkins Glen State Park and Finger Lake Tour. On this trip, they will visit many destinations and come back from Niagara Falls with a wonderful experience. During this trip, they must enjoy the helicopter tour around Niagara Falls and enjoy your self there. I think so this will be the best suggestion for your friend.
